or another to restrict user from downloading more than 10 mg

why need plugin to this?
you only need create more one group and set promotion to this new group with 10 posts...
In this new group you set permission to download attachement and to registred group you uncheck permisson to download attachement....

Users & Groups > Group Promotions > Add New Promotion > Post Count
+ other required parameters like Original User Group, New User Group etc.
