I have tried deactivating / uninstalling all my plugins, but its still white. I can't figure out why? Never had this problem before.

try and reupload cp / mod cp files to your server again get the files from the current mybb package it may fix error
or it could be a theme issue

I have this issue also...just started today! I am on 1.6.12. It is happening on all 3 of my 1.6.12 MyBB forums!
I tried re-uploading the usercp and modcp files from the download but no good...still blank pages with a period in the upper left hand corner!
Need help, please! I've never seen this either.
FIXED - ModSecurity (a web-based firewall) apparently changed it's settings. I had to have my host adjust the settings on my server to allow the pages to show and not be flagged.
If you have his issue, have your host check ModSecurity for errors/flags! They'll know what to do!
