I want certain user groups to be able to only give positive and neutral reputation, but not negative.

I only see an option to turn reputation on/off, and how many points to allow them to take/give. I want a group to only be able to give 1, neutral, and no negatives.

How do I block a user group from giving negative rep, but letting them give positive?

Follow his tutorial, it should do the trick for you. He even gives you the edited version if you look at the second page as you need to change the || (or) to &&.
