I have a person that keeps registering as a new user after he has been banned.
He changes his IP and email to register as new user and he is computer savvy and was bragging about no one could catch him.

This is a social problem, not a technical one. Your best option is to ignore the user and he'll eventually give up. We often get people like that here but they're only wasting their own time.

If your community is small you could perhaps enable moderation for say, 24 hours, for new users. When he realizes his posts aren't getting through he should give up.

There is nothing you can do about it, but you can prevent new users from spamming!
