If I wrote up an article for my old website which does not exist anymore can I use that SAME article word for word on my new website and NOT have issues with google or SEO ?

If your old article was once indexed by Google it can result in some issues! Try pasting whole sentence from your article into Google search and check if it returns a complete match! Your website and your article maybe long gone but there is a possibility someone may had duplicated it!
Also I don't think it's the right pace to ask questions related to SEO, try asking the same question on SEO Forums, try my SEO Forum for instance!

First ,Check it whether your article is indexed or not and next thing you can do is there are several tools available like article rewriter can be used to make changes in article words so that you get the new one .
