I am trying to upgrade my site from 1.6.11 to 1.6.12. I uploaded changed_files_1612 to /home3/********/public_html/forums with my file manger but when I try and extract it the install file is not created. I use firefox if that helps. Last time I used internet explorer and I didn't have this problem but I did have others.
^ login again to your file manager and check if the zip archive physically exists and try again.
if the issue happens again then contact your web host for the support
It's been a while since I've done it, but I though there was NO install/upgrade script to go from 1.6.11 to 1.6.12. ???

It is in the .zip format.

This is correct. 1.6.11 is just a number of changes to files, there are no template or (mandatory) database changes so there is no install that needs to be run.
