What's the problem and how can I straighten this error?

You need to tell the portal which forum to fetch announcements from.
You can do this by logging in to the Admin CP and clicking Change Settings -> Portal Settings and changing the announcements forum value to a specific forum ID.
You can establish a forum ID by visiting a forum (where you're show a list of the threads in it) and looking at the URL. The number after fid= is the forum ID.
