Can anybody tell me why so many say this cookie law is already dead and not affective anymore???

Because it was a totally useless idea thought out by people who didn't understand the implications, the people in charge of enforcing it aren't going to pursue every site that doesn't have it because they'd literally have a job for life. They changed it from having to opt-in to cookies to merely having to state you use them, and realistically nothing is going to happen if you don't.

Saying that, this plugin has a problem anyway, but you'll get by fine without it. Typical Eu making mountains out of molehills as usual
