I want to delete the section in this picture:



In the bottom, I only want the "sub-forums" to show, I want to delete the whole "Sorry but there are currently no threads in this forum with the specified date and time limiting options." stuff,


How do I do this?

I only want to delete that part in THIS section, no other one. Is that possible?

You need to change the forum into a category.

To do that, go to the Admin CP -> Forums & Posts -> Forum Management -> Edit Forum -> Under Forum Type, select Category and save.
