I know that if you add a content inside Quotation Marks "content from other site here" Google won't penalize you for duplicate content but I am wondering if BBcode quote code is the same as Quotation Marks?

Not a "SEO expert" but logic tells me it is all about context. So yeah, it may as well serve the same.
Just my opinion though.
Google goes based on the code - BBCode gets parsed into tables (or divs if you're special) so I don't think it is the same.
What I tend to do when quoting stuff is provide a backlink. Even if it's an internal link.
