Allows members to create photo albums with pictures in their profiles.

The feature needed would allow the User Profile owner to:
  1. chose to have each album completely open to all registered members
  2. chose to have each album restricted to only a member from the User's Buddy List
This would be either a mod of the existing Buddy List or a Special Purpose Buddy List just for the Profile Albums. Which every pathway is most likely to be accomplished in the near term because I need this feature before opening the site.
