how do I change the code to set for Mods or Admins always be able to send a PM to the users (even user setup not to receive PM from others) ?

It's a simple group permission.
Admin CP -> Users & Groups -> Groups -> Your Mod/Admin groups -> Users and Permissions -> Look for Can send private messages even if recipients have them disabled? under Private Messaging.

" Can send private messages even if recipients have them disabled?" MAKE sure it is CHECKED, then click SAVE USER GROUP

It must be a new feature in the new MYBB version , I did not see this option on Mybb version 1.6.3
I am not sure about upgrade though , Is there anyone could help me on upgrading ? (I am willing to pay :-) )
