Right now, only administrators are able to see the warning levels and why they have been warned, but how can I set it so upgraded members can view these as well?

I still haven't found out how to set warnings to be viewed by other membergroups as well, anyone care to explain?

You'd need a plugin, none of which I believe is currently available.
