I have sold my forum, but the new owner is not allowed to change my status. Keeps getting the following message:

You do not have permission to edit this user because you are not a super administrator

All his settings appear the same as mine. How can I resolve this, please?

You need to edit ./inc/config.php.

I went to this file as you recommended but was unable to see any listed User ID's. What else can I do?

open inc/config.php and find :-

$config['super_admins'] = 'x';

where x = your user id number and change it to the user id number of the new owner
