1. How do I remove this weird bug?

I checked my settings modifications and sql not sure how to figure it out

2. Some plugins on my old site with a different theme worked perfectly but not on my current one. Could it be because I am using a sql backup without the old files?

You may have a plugin enabled that's causing this. Check for any unknown or unnecessary plugins.

when i started the new forum there were no plguins. But yes, this issue occured when i installed a plugin way back. Just not sure how to get rid of it from settings. Like the plugin file is not there.
