i got so many bugs after upgrading MyBB from 1.6.12 - 1.6.13
is it possible to downgrade MyBB version/files?

Why not just install a fresh install and keep plugins and db?

Other than restoring the backup of the database and files you took before the upgrade, no.
If there were no database changes then you could just revert all the files to their previous version but 1.6.12->1.6.13 required database changes which you can't really revert without reverting to a backup.

Downgrades are not officially supported and are possibly quite complicated to perform. However we do support other issues you may be having, if you share the bugs that are occurring in 1.6.13 someone may be able to help.
