Can can I stop moderators from being able to delete threads/posts is they are => 48h old.

It is not a core feature. You could make a request here

I don't mind to make core edits. What file constant moderator functions???

There are a couple that it might be. I'm not positive on which.

Possible files:
moderation.php - most likely
/inc/class_moderation.php
showthread.php
