I've tried ACP -> Configuration -> Smilies -> Mass Edit -> Change the order numbers ->, but when I save it it just rearranges them randomly.

I do have over 400 smilies... If anyone has any idea's let me know.

Well, Mass Edit should do it. Make sure you enter proper integers in Order textboxes and then click Save Smilies. If that doesn't work for 100%, you can PM me an test admin account to check what's wrong.
