how can i move my topllinks to center from the right side ?

Edit the header template and/or global.css stylesheet. Can't tell what exactly you need to change without board URL or contents of mentioned things. Most likely you need to change .menu ul text-align from right to center or left - but that's just a guess.

The links for User CP, etc. are in a different span than the one where it shows home Search, etc. You can either move them to be in the same span or use the float:right property.
