The attachment type .rar (application/x-rar-compressed) should be supported by default because it's pretty common like zip and others in the attachment type list.
I agree, maybe also .7z. They're more useful for regular forums than .css or .htm at least.
I agree with you that .7z should be added too. It's just a small entry in the database so comfort shouldn't be hindered because of a single additional entry.

That opens up a lot of holes for inexperienced forum admins. Viruses all over the place.
I don't have a problem adding RAR to the attachment types. I'd also add some other common types like RTF, CSV and XML too.
Maybe we should add .log too.
