This is not a theme issue, it's the default MyBB admincp theme.

When I'm on my phone I see just the html page without any css (only admincp)

It's fine on my PC, and it was fine a few days ago on my phone. It's only the ACP.

A link to your ACP would help, but judging my you changed it, did you possibly not update the URL in configuration?

It's updated in inc/config.php, and yeah, this started occurring today (after changing Admin URL).
It's on mobile and PC for me and another admin.
