we cant force a change for just one or two forums....
There was a setting for showing the advanced formatting options in one of the WYSIWYG plugins which could be helpful. Personally it is supposed to be quick, plus you will have to load all the JavaScript etc. for every thread page load - no thanks!
Quick reply as a default is fine. I guess it's not very complicated to change it to full on an individual basis.
I would favor more an adjustable save function, this is the feature most requested on all my boards.
