cant seem to find a setting in the edit group settings, and i cant find a plugin. some help please

Default awaiting activation group number is 5.

omg thank you so much !! .. so frustrating. seems like 25% of the accounts never actually activate. Imagine it's spammers... or possibly the account registration email is being filtered as spam. not sure.
