I'd like to know if anybody can do this, it could make a space available for advertising.
move {$welcomeblock} above div id="container" in header template... and then add then in global.css find #panel and add position: fixed; width: 100%; top: 0px;
however depending on your theme yo might need to add more css codes to fix it properly and the selectors name might vary as well...
