In Settings/Show Thread Options I have Post Layout set to display using classic layout, but my forum still shows the user details in horizontal format above the posts.

Is there another setting somewhere that I missed?

I have version 1.6.13

You also need to change that in User CP -> Edit Option. To do it for all users:
