Is it possible to set the amount of reputation a user needs to have in order to give reputation to another user?

If so could someone tell me how, it would be a great way to regulate reputation awarding on my forum.

What you can do is have the default usergroup after registering not able to give reputation to users. Then create a promotion based on reputation to a usergroup that is able to give reputation.
