could you help me find this mod for announcement in forum? Same is used in this forum. I think it is not default feature in mybb.

Do you mean the news bars on the top of index page? If yes, that's a simple HTML template edit: http://docs.mybb.com/Help-Latest_News_Bar.html If not, show a screen.

I believe he means the "Forum Rules" which says "Ways to get your questions answered quicker"

@Eldenroot if thats what you want, then goto the "Forum Settings" for that forum where you want it and add a Forum Rule and change the Display Method to display the rules
