thats the {$welcomeblock} found in header template... if you want it edit it or style it, you need to look into header_welcomeblock_member template... and if you are looking as a guest then it is at, header_welcomeblock_guest template

There is a setting in the ACP (Board Settings => Server and Optimization Options => Output template start/end comments) that would greatly help you answer this question.
