Anyone know how to fix this?
Try firebug -> network tab, to see whats missing.
Also check cache/themes folder if you have there maybe your old css files.

What is Firebug > Network tab?

Firebug is addon for firefox (perhaps Firebug 1.12.8).
(imho better than buildin firefox developer tools which tends to glitch and are useless in comparision to firebug)

Like previously said, you can perhaps find these old css's in cache/themes folder
from time when it was good, before you reinstalled theme.
just go to global.css in ACP, open it in "Edit in advanced mode" click on save. hard refresh the forums on your browser
I deleted the global.css file manually created it and input the code from admin cp which sorted it.

now my tabs are messed up but im gonna try sort it its coming out like this
