i recently up graded from 1.6.11 to 1.6.14

when i or members try to post new threads we get this error

Post the details of the server error log. Otherwise there is any number of things that could be the problem.

Where would I find this log?

If you have CPanel on your hosting account, there should be something that says Error Logs. Otherwise it depends on your server as far as the directory they are stored in. You might check to see if a folder called logs exists.
