After upgrade from 1.6.14 (with posts and users) to 1.8.beta.3 (taken from feature branch at 2014-07-30) :

Additional information : 1.6.14 $config['cache_store'] = 'files';

1. go to MCP - no menus are shown.
2. goto ACP -> Users & Groups -> yourgroup -> Moderator CP -> Save User Group
3. go to MCP - all menus are shown now.

I'm thinking something related to permissions is going on here.

We're currently working hard on the upgrader, thank you for your report.

I can't reproduce this message with the latest github code. Super moderators and forum moderators see the same as they did before the update.

Forgot to add important detail (added to first post now) : it hapens when $config['cache_store'] = 'files';
I assume it can be outdated cache after update to 1.8 when cache 'files' was used in 1.6.
It would also explain why it fixes after saving group in ACP.
