I set horizontal post layout in the admin cp and user cp but the layout is still vertical.
I'm using Envy Unlimited theme.
Could someone please help me?

can you check if both postbit & postbit_classic templates contain the same code ..
if so, you may revert the postbit_classic template code to the original
1. AdminCP/Configuration/Show Thread Options and choose Display posts using the horizontal post layout.
2. Run this query in phpmyadmin
UPDATE `mybb_users` SET `classicpostbit` = '0' WHERE `classicpostbit` = '1'
Replace postbit template with this:

I advice you... this will not have the theme changes because I don't edit the postbit template, that's why I replace the horizontal mode with the classic mode.
