im getting this message nothing happened with my website before:

MyBB has experienced an internal SQL error and cannot continue.

SQL Error:
2002 - Connection refused
Query:
[READ] Unable to connect to MySQL server

what can i do, need to make a new database?

It sounds like your database server is down. If you're on a shared host, please put a ticket in with them. They might not know or perhaps they're already working to resolve the problem.
