Correct. 1.{odd}.x numbers are betas, whereas 1.{even}.x releases are considered stable.
1.7 is the testing and beta version number for 1.8. Once 1.8 is stable (aka Gold), then the version number will make the jump to 1.8.

weird why dont they use more like 1.8.0 Beat 1, Beta 2, Beta 3 instead of using 1.7.x?

Odd numbers are development versions. Even numbers are stable versions. MyBB 1.6 Beta was released as MyBB 1.5.x too.
