Hello Everyone, I have a domain on namecheap just siting there if i start a site with that domain + free hostin (000webhost) next month could i transfer hosting to namecheap?

Just a note that 000webhost is not good. There is a reason they are free.

If you're looking for cheap hosting, there are some providers that can offer it very cheaply. I would highly discourage using 000webhost, unless you want 50% uptime.
