I want to know how to edit
1. The welcome pannel (where it gives us the user manue)
And
2. Forum buttons for example- new reply, new topic,edit, delete and so on 

Plz help

1. Welcome block is in the header....
Templates >> Header Templates >> header_welcomeblock_member and header_welcomeblock_guest (for guests)


2. Templates >> Show Thread Templates >> showthread and
Templates >> Post Bit Templates >> postbit
