you have to configure your ftp client (filezilla) such that it uses notepad++ as the default editor
and you need to use notepad++ for editing files.

Ok ,now its opening as the default one and in the encoding i used UFT-8 Without BOM or whtever,

Instead of showing arabic letters it showed this : انا قوي

Hrmm, something still seems to be changing the encoding somewhere. I don't know if it'll help, but the server isn't sending a charset, so try:
In the <head> section of the page add
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />
