so for some reason when I make turn announcements on for the portal and specify what forum(s) to pull them from the result is that the latest posts are listed instead of the announcements. Does anyone have any idea why this would be happening?
Because the portal doesn't show announcements, it show posts within the specified forums.

but in the setting it has the option for "Forum ID to pull announcements from". I am a bit confused
It doesn't refer to "global announcements" set in the acp, but rather the posts you specify in the forum id. Perhaps it should be re-worded to something like "Forum ID to pull news posts from"

is it the newest posts in the forums or is there a way to have a specific forum announcement show up in the portal
It shows x number of posts in the forum you specified. Currently theres no way to show announcements without code modifications.
Basically we designed the announcements on the portal to work like this:
You make an announcements forum (like the Announcements forum here) and you post announcements as normal threads in that forum. The threads in those forums are shown on the portal as "announcements," although they are not truly "announcements" in the sense of those "threads" that are always at the top of the forum.
