Yes, indeed. That is buggy for me as well.
Looks like a bug with the settings here.

Where is the settings for that? I cannot find it - just on/off ability to change title but not max length

Tim changed that for a specific reason as there's a bug with the setting - after we fixed that issue here we will rechange the setting
