Definitely will add a setting for on/off. The tooltip might be a bigger change to make though seeing as times are spread all throughout the templates... (though I agree it would be a good idea - if we were using HTML5 I'd use the <time> element too)
Setting is nice but please make relative time go back forever and not a mix as it is now.
Maybe don't make it on/off but set how long relative time should go back, and 0 = off
I'll have to look at how the code works right now. I wasn't involved when it was written.

Exact time could be displayed in a tool-tip.
I'm also prefer relative time, but as option which user can select in UCP.
