So I am wanting to create a new header for a section of my forum to act like a 'website' sort of thing.

I added header_site to my templates; and put the header stuff in then customized it. Now I am trying to point to it in the custom page using: {$header_site}

but it just won't read that that template exists in the site.

How do I make it so it will work.

You have to evaluate the template in '$header_site' variable through PHP setting all values of the variables inside the template, making it global. Then only {$header_site} will be available in other templates to use ...
