I want a messege board where the moderator gets an email notification of pending 'registered' users (prior to user having the abilty to post) and as well the option of having every post trigger an email notice to the moderator for him to approve or reject. Does MyBB allow this?
We don't have this feature in MyBB. You will need to request a plugin/modification to have this feature.
I think he means to say the "Administrator" not the "Moderator." Yes, MyBB can do this. Set the registration to "Admin approved" and set the forums to "moderate all posts" (or whatever the setting is).
There is no email notification by default for either posts or registrations. (However there's a plugin which allows email notifications to be sent for new registrations). However, you can manually activate users' registrations, and you can manually approve posts. What Tikitiki is saying is that we just don't have the email notification facility to notify the staff of pending actions.

The two settings Galen mentioned can be found here:
* Admin CP --> Settings --> Registration & Profile Options --> Registration Method set to "Admin activation"
* Admin CP --> Manage Forums --> *edit the forum you want* set Moderate New Threads and Moderate New Posts to "Yes"
