It's kinda confusing at the moment.

I mean you've got:
This mods site has been depreciated, please use the new MyBB Mods site available here.

at the top but that page doesn't work!

While the old mods site has been made read only, you can continue downloading as normal.

If you're wanting to publish a new mod then it's best to wait a few days and publish it on the new mods site. The new mods site will be released alongside 1.8 and then the header link, etc. will be updated so hopefully it won't be so confusing.

I might update the notice to make it a bit clearer. Hopefully the message is a bit clearer now.
