do you have access to /tmp directory (above your forum level) ? if not then contact your web host
I called godaddy yesterday and they had no clue....said it was all on my end. I read the stackoverflow comments you posted and see there is a fix listed...but I don't feel anywhere comfortable messing with the SQL DB.
Problem fixed -
# chown root:root /tmp
# chmod 1777 /tmp
## test it ##
# /etc/init.d/mysqld start
