I want to moderate new members posts
so spammers won't be able to post on the forum without admin's checking
is there any plugin for 1.8 or any setting that should be done ?

here is a simple method (there are other methods like using a separate group for confirmed members ..)

admin panel >> configuration >> settings >> Login and Registration Options
you can set registration method to email verification and admin activation
