how about a option to make the thread rating for certain forums only?

Could be like: "Write the forum id(s) that should contain or not contain thread rating."

You can control this using the forum permissions... Just take the right to rate threads away from all groups?

You already can disable thread ratings in a forum.

Admin CP -> Forums & Posts -> Edit Forum -> Yes, allow threads to be rated under Miscellaneous Options.
