The template "global_awaiting_activation" isn't being cached and thus MyBB has to manually load it with a separate SQL query.

How to check:

Go to Advanced Details and you will see:

Templates Requiring Additional Calls (Not Cached at Startup) - 1 Total
global_awaiting_activation
