I can't recall because I haven't checked in ages, but if I am correct it's part of #Panel. (I haven't gone through 1.8 yet and checked the templates or anything, this could totally be wrong.)

AdminCP > Themes > theme > global.css > Find in dropdown: #panel .upper a:link, #panel .upper a:visited, #panel .upper a:hover, #panel .upper a:active
