It should be in:

admin panel >> configuration >> Security Question


But there's no 'Security question' on this page on my forum.

Do I have to activate it first to see it on this page?

Yes, I did that. I've found the solution of this problemjust a moment ago; I forgot to authorise in 'Admin permissions'.
