I have a strange error/bug to report..

I was trying to login to my website using the quick login at the bottom of the board but it wouldn't allow my password. It said that it was incorrect. I am 100% certain that I am using the correct password, but it wouldn't let me. Is this a bug?

Is there also a way for an administrator to bypass the 14 minute wait if your number of login attempts runs out?

No because how would we know it was the administrator logging in and not just a normal user trying to hack in?

On the other hand you can just delete the cookie.
